Tests for Math Teachers in Costa Rica

Mathematics teachers who request a permanent post with the Ministry of Public Education (MEP) in Costa Rica will have to pass an examination.  Thereby, the Ministry aims to ensure that these educators have mastery over the content and reduce the possibility that students will not properly learn all of the material.  Teachers have not had to pass an exam up until now.  Their only requirement had been to have a teaching degree.

The test will allow the MEP in Costa Rica to train the teachers who do not pass the test and hire them again when they overcome their deficiencies.  Alejandrina Mata, academic vice minister of Education, said that the test will be given beginning with the next school year.

This means that it will not be a requirement for math teachers who have already applied to qualify for a permanent post.  There are about 3,000 educators on the list, said Mata.  However, these teachers could take the test to detect any weaknesses they might have and then receive training.  “The test will not be applied to current applicants because it would be changing the rules of game,” explained vice minister Mata.

The Ministry will ask math teachers to solve the test in order to validate it this month.  In this manner, questions which are not properly presented can be identified.  “A decision such as this is very serious and the test must go through the phases that enable validation,” said Mata.

A similar mechanism is being applied to English teachers in Costa Rica.  New applicants must demonstrate their mastery of the language through a test.  Moreover, since last year, MEP has been training English teachers who have shown they are deficient in their mastery of the language.

As long as the tests are well thought out and presented properly, this is a good idea because there are still teachers in the system who do not have the adequate characteristics to provide a quality education in Costa Rica.

Since the publication of Crossroads in Mathematics: Standards for Introductory College Mathematics before Calculus researchers have suggested the use of a constructivist based instruction that views mathematics as both an individual and collective activity. Although constructivist based instruction has been an area of focus of mathematics education since 1990, college professors continue to use traditional instruction in pre-calculus mathematics classrooms. Responding to the concern for improving student performance, the National Council of Teachers of Mathematics (NCTM) developed guidelines for school mathematics. However, research has shown that although mathematics teachers are aware of the NCTM guidelines, implementation has not followed. One approach to implementation of reform has been constructivist based instruction, an alternative pedagogy to traditional instruction. Studies have highlighted advantages of constructivist based instruction in relation to positively impacting attitudes and feelings toward mathematics, but studies focused on mathematics achievement have not been undertaken. Thus, the purpose of this study was to describe the effect of constructivist instruction on the mathematics achievement of intermediate algebra students at a private college in Arizona. Achievement was measured using two teacher developed tests. The study was guided by the following research question: What is the effect of constructivist based instruction on the mathematics achievement of intermediate algebra students? This study compared students from 1999-2002 who were taught with traditional instruction and students taught after 2002 who were taught with constructivist instruction. A parametric t-test for unpaired independent samples was used to analyze the data for significant differences. The results indicated that, overall, the mathematics achievement of the treatment group was not significantly higher than that of the comparison group. It was concluded that

The influence of teacher professional development for technology integration on subsequent student achievement was studied by evaluating one United States Southwestern region school district’s professional development program. The mixed methods case study used both quantitative and qualitative data. A survey questionnaire isolated independent variables (IV). Dependent variables (DV) for the research were student achievement as measured by Oklahoma Core Curriculum Tests (OCCT) in Reading and Mathematics for grades three through five. Data from the survey questionnaire were analyzed using descriptive statistics. In addition, a t-test was used to determine a difference between average student reading OCCT scores and mathematic OCCT scores as measured by an interval scale along a two category nominal scale. The t-test for the OCCT reading scores (M = 729.79, SD = 87.74) was significant and the average difference in student reading performance between the two groups was significant. The t-test for the OCCT mathematic scores t(376) = .714, p = .48 was not significant and the average difference in student mathematics performance between the two groups was not significant. Additional advanced statistical measures were utilized to determine classroom-level effects on student achievement. Analysis of the qualitative date revealed three themes: (1) barriers to professional development of technology integration, (2) opportunity for technology professional development, and (3) technology professional development’s impact on teaching and learning. Based upon the findings of the quantitative analyses the null hypothesis, H0: There is no relationship between increasing levels of professional development for technology integration and student achievement cannot be rejected.
